That is why I tried to elaborate on it, in order to avoid confusions. The special thing about Europe is, that because each EU state is an individual country with centuries or milleniums of history, the laws, government structure etc. is adapted to the population density, local language and environment. This is why Sweden has this as part of their constitution, while it would probably never be legal in Germany. For instance, I would claim that the Danes never fully adopted Christianity, it's still a kind of modern thing compared to our old traditions. And in Greenland, the north-American part of Denmark, prisons have guns for the inmates, so that they can go hunting.
