Haven't been there. I assume its nice for folks who might live close to it, stroll through at lunch for those who work downtown, or for folks going to the ball park or convention center, or folks staying at a hotel downtown and going to the convention center.

I can't see going downtown just to go to a park though. There's parks all over the place.

I see it has downtown on one side, the convention center on the other, the baseball and basketball stadiums on two other sides. I presume the city fathers and investors are having the police keep the bums and winos north of Minute Maid park one side and south of Toyota center on the other, then its pleasant. People sleeping on benches, aggressively panhandling would mess it up. One thing about having a Dem mayor (defacto, officially they're non-partisan) is the mayor can do radio ads telling people not to give money to panhandlers and have the cops clear them out of their showplace - if they had a Republican that would be mean and heartless.
