I don't undestand the question.

Would you rather have all goods on trucks jamming the US HWYs European style with people in the empty and subsidized train waggons or the other way around as is right now?

Why can't the goods stay on rail? Freight train tracks in the US aren't built for hi speed rail. Separate tracks for hi speed rail will need to be built like in CA and FLA.
