It could be an example of either. I generally do not place market orders but when I do, the traders always try to place the trade between bid and ask. It will show up as price improvement. For limit trades, I do usually place my order closer to the bid in the case of a prchase. If it is a stock that is heavily traded, I may place it at the bid if I am buying or the ask if I am selling. Schwab can often cross the trade in house because of the volume they do.
