To the extent the water comes from rivers and lakes and reservoirs, it should have market pricing. Lower supply or higher demand would push the price up bringing things back in to balance, but unfortunately the government subsidizes water for many uses. Also the market pricing idea is complicated by the fact that people also get water from small wells. Still less draw from the bigger sources due to a removal of subsidies would improve the overall situation even if it didn't solve all the problems.
