Like Christianity or even like much smaller religions, there are differing interpretations and ideas in Islam. It is not monolithic, plenty of people who consider themselves as, and are generally recognized by their pears as being good Muslims, do not think that you should (either in general terms or to be a good Muslim) treat women as subhuman and/or property.

Islam, doesn't have any overall hierarchy. Even the main divisions don't have one (so for example no one can make the equivalent of ex-cathedra statements by the Pope).

If you change "only if they are practicing Muslims" to "only if they are good Muslims in the opinion of the more extreme fundamentalists" than I'd agree.
