I thought it included a mosque even if the whole thing wasn't a mosque.

It does not matter if there is a mosque or not. The religious fundamentalists have made this an issue and the conservatives who at first supported the mosque, have lined up behind the religious extremists for political gains. You would think that for a country which has "In God we Trust", the building of a place of worship would be welcome with open arms. My question, isn't Mohammed considered "God" on similar lines ar Christ is. (not to get into a debate of Son of God etc.)
