Well many things are regulated..

Garbage service, the power that comes to your house, the Natural Gas going by your street..

The list is getting longer every day. More people, more regulations.

Putting people who engage in fraud out of business is a very different activity than putting in place an overall limit on the number of people who can conduct the business.

In an unregulated environment charging "outrageous" rates to take someone to the airport isn't fraud.
