You expecting real growth to average 1.75%?

Not expecting it (or any specific growth rate neither 4% nor 1% would shock me), but its quite possible, and something we should be prepared for before making long term commitments to future spending, or concluding that our existing long term commitments are ok.

Did our demographics turn into Japan or Italy over-night?

Japan has done worse than that in recent times. Our demographics aren't as bad, but they are not very favorable, and all the new government spending, new regulation, and probably tax increases will also be negative for growth.

when compared to the US's HISTORICAL (modern times) real average of more like 3.5%!

That occurred with more favorable demographics, less regulation, and less total government spending as a percentage of the economy.
