Tax reform does it easily.

Tax reform is conceptually fairly simply, and it has the ability to be effective, but it isn't easy. Politically real and good reform is very hard. And it isn't reliable, since most claimed reforms aren't very useful, and most actually useful reforms get killed by accumulating additional complexity in the tax code, that probably starts before the ink is dry on the new reform effort.

No reason not to fight for it, or to think that it can not be of any benefit if you get it, but plenty of reason not to call it "easy and highly reliable".
