Many years ago taxis were not regulated here in the Seattle area. The State required a commercial drivers license and things were otherwise left unregulated. Then starting in the 1970's regulation began to take place in a few cities here.

What's interesting is that there is only one official taxi service that can take fare paying folks from the airport (SEATAC). That change happened just a few years ago.

The Seattle Times has had numerous stories over the years (30+) about taxi problems here with fares, et al.

But the big point it is now very, very regulated here in the greater Seattle area.
