The *only* administration since Jimmy Carter that has seen a statistically significant DECLINE in federal deficits (measured as percentage of national product) and in size of federal government (measured as percentage of total employment in nation) was the Clinton administration

Which was the only administration/congress combination to contain spending in recent times. So it back my point about restraining spending being so important.

The congress at the time was the most concerned about restraining spending of any modern congress (in fact Clinton kept them from restraining spending even more, when he wont the "shut down the government" fight). So I give more credit to congress than to Clinton.

But whoever you give credit to (and Clinton deserves some, at least compared to other presidents), the point was that to extent the growth was because of government policy (and that extent normally gets vastly exaggerated), the key point was restraint on spending.
