He has never been a resident of CT and at the time was a resident of HI. There is no way to legitimately be assigned an out of state SSN so the SSN was not issued to him by SS with some rare weird exception like the CIA requested it or something equally bizarre. So is the number somebody else's number, maybe a dead person. It is a felony to use somebody else's number even a dead person's and the SS does not reissue old numbers.
