Business executives in the Chicago area say they are reluctant to add employees or invest in equipment because of U.S. consumers' changed spending habits. If that is the reason, then we have a problem. Which comes first? The chicken or the egg? Consumers aren't spending because they can't get jobs or are not sure if their job will still exist down the road. Businesses aren't hiring because they are not sure the consumer will spend.
