* The expensive part is that these patients go in and out of the hospitals, so cost-reducation will be achieved by more self-handling and moving treatment to the GPs. This requires a new kind of education, of nurses specialized in chronical diseases, who can assist the GPs. It also requires schools for chronical patients, so that they learn how to handle their problems without seeking professional help all the time.

It will now be up to the politicians to find out, who arranges all this.
