2) They are all spending about 5% of their IT budget per year on Y2K.

They're dreaming if they think they can get away with just 5%.

I have one exceptional company that is spending (just on their central mainframe system) around 25% of their IS budget on Y2K... and these guys are very, very efficient... which elephants like Chase, etc. absolutely cannot claim.

Rushing into code conversion pilots is just the first step ("You guys get busy coding & I'll tell the user what we're going to give him.") in finding out that they haven't done a solid enterprise inventory yet.
