Our government can't borrow from Social Security in any meaningful sense because Social Security IS our government.

If there actually was accounts owned by individuals with the government only acting as a trustee on the accounts than the government could borrow from them (even if it might be considered a conflict of interest), but there are no such accounts, current and future Social Security recipients have no ownership on actual or possible payouts from Social Security. All you have is a government promise, and a law that currently calls for such payouts, but which could be canceled by a simple majority in both houses and a presidential signature.
