The CBO report is meaningless. It assumes its own conclusion.

The CBO considers each dollar of different forms of government spending to equal the creation of a certain number of jobs. If you assume that your always going to determine that increasing spending in those ways will "create or save" jobs.

Its a circular argument.

Government cannot create any job that benefits the economy. It can only create wasteful jobs.
