This is not about economics it is about money laundering of tax cheats. The Israel Tax Authority does not mind if tax chats are laundering their money through real estate transactions. the look the other way especially if the person is from the EU or US or if the buyers has the “right connections” in the proper places.

The anti-money laundering laws in Israel exclude real estate transactions but as an example, punish harshly VAT violation etc.,
