All entities do the same thing. They first use someone else's money if the system is set up to allow them to do that. Prison money comes from state coffers while Medicaid money is supplemented by the feds. No different from individuals using Medicare rather than paying out of pocket or parents telling their kids to fill up on free school lunches rather than expecting a big dinner. No different from taxpayers shifting from non-deductible to deductible expenditures. Entities everywhere will find ways to get someone else to pay. They figure out how to work the system. That's one reason why big government systems don't work. I don't blame the NC Dept of Correction. I expect more and more of that kind of maneuver, which surely the costing of PPACA didn't consider.
