You can do all those things but first you should ask yourself why the CPU manufacturer puts a given "Mhz" number on the chip in the first place.

Are you suggesting that the CPUs be shipped without speed specifications - sort of let the use run them at whatever clock speed he so chooses?

Do you plug your refrigerator into a 220 volt socket in the hopes that you can turn it into a freezer? Sound like a good idea?
