I checked again, they are apparently ignored in the actual estimate. They are mentioned (in the context of supporting why they where not included in the estimate), as not important factors for more than the very short run. I disagree with that assessment, but it isn't my central point. My main point, is not such a complex uncertain issue, but a simple and obviously true point, that increased spending accounts for an overwhelming majority of the increase in the deficit (over 100% really, since per year spending has increased more than the amount of the deficit), and that a strong majority of the spending increase was for non-military spending.
