No. Paying the debt to American citizens is like me paying down a debt I owe to you (if I did owe such a debt) or to my credit card company. The shift from the left pocket to the right, is like the debt the government owes itself. The Social Security "trust fund" is such a "self-debt". Debt to American citizens is not.
