"If I shift money from my left pocket to my right" Like American paying it's debts to America's citizens (but maybe not to foreigners?) No. Paying the debt to American citizens is like me paying down a debt I owe to you (if I did owe such a debt) or to my credit card company. The shift from the left pocket to the right, is like the debt the government owes itself. The Social Security "trust fund" is such a "self-debt". Debt to American citizens is not.
