Look at the TREND.

The "recent" (recent for Obama, or recent in terms of comparing the same portion of Reagan's ratings, even though Reagan was president some time ago), trend is to Obama's disfavor.

The drop that occurred for Reagan later, is after this point in terms of Obama's ratings. Comparing to that later part of Reagan's trend line would require speculation about Obama. If we are going to speculate, well Obama could have the same sort of drop (even starting from a lower level) which would put him on a similar level to Bush's 2nd term. If we refrain from speculating at the future and just look at the current established facts, Obama is "currently" doing much worse than Reagan.
