I don't want to generalize too widely on the basis of my single and long ago year working in rural Africa; but in my experience most aid people that I worked with were anti-entrepreneurial in their approach to everything. That was the reason that they were in Africa in the first place - to escape from the vulgar materialist societies where they grew up. They saw the chronic cronyism and favoritism that pervaded everything in Africa as communal solidarity that just needed to become more universalized and less tribal. I used to wonder why entrepreneurship favoring governments paid their own nationals to live abroad as funded critics of their own societies. It turned out to be a shrewd strategy - some doubled up on their opposition and were thus too far out of the mainstream to have much impact when they returned home. The rest came back somewhat chastened by their experiences and a lot more muted in their criticisms.
