It's probably got something to do with the HDMI connection. There's a 2 way handshake and negotiation of connection parameters. If the TV end is powered off, that handshake fails.

With a real monitor, I think I can power it on after I've booted the PC without any problem, but it's been a long time since I've actually powered it down so I don't know for certain that I've actually done that.
