The math is pretty straightforward.

That's the problem. They are plugging data in to mathematical formulas that assume the answer they want to get. In other words the "non-partisan studies" are pretty much worthless.

The CBO assumes every dollar in government spending has a positive multiplier no matter what it is used for, and many of these multipliers are assumed to be in the 1.25 to 1.75 range. Assume that and sure all the extra spending helps a lot, but assuming that IS assuming that extra spending helps a lot.
