Many new ideas are probably going to be implemented by the Chinese, who seem to have much more investment cash to work with than the US.

These days, US investors want a much larger share of the startup, yet have much less cash to invest. That means that many new ideas are not being implemented because smart entrepreneurs know that giving up control almost guarantees failure of the enterprise (example: Steve Jobs created Apple and it became big; Apple fired Jobs and it almost died; Jobs returned and Apple's growth exploded).

Somewhere along the line, investment cash dried up. I suspect it was after the dotcom bubble burst. During the entire first decade of the 21st Century, it's apparent that fewer and fewer investors have any excess cash to invest. That's surely a sign of a dying economy because it's only the startups that produce real, long term gains in employment and wealth.
