When? - The extra spending that occurred during the Bush administration.

Borrowed - I'm talking about the spending, not the borrowing. Obviously the spending drove the borrowing, but they are still too different issues. If you think a lot of extra spending isn't harmful if taxes cover it, then you don't think the spending is harmful, you think the borrowing is. I think both where and still are, and generally are.
