Well, I guess targeted means different things to different people. For example, at times bonus depreciation and 179 allowances have been limited to certain income levels where they were deemed most productive. Other examples abound in the areas of passive activities under 469 and at risk rules of 465.

Section 38 was targeted in some sense in tha tic was allowed only for certain types of property.

Usually, these provisions are quite Limited in applicability to achieve the desired result, but sometimes they fail anyway, no doubt.
