As long as its heavily reliant on subsidies that are provided because of political causes, its as much a cause as a real business with real net benefits.

What they call immaturity, our clients call profit-making leadership.

Its easy to make profits if your subsidized (broadly speaking, not just direct subsidies, but targeted tax breaks, requirements for third parties to purchase and/or to pay above market rates, etc.)
