The only extensive and specific data comes from Cuban government. Besides that we have anecdotes and glimpses and claims both positive and negative, but nothing systematic and extensive.

There is enough data out there to give them a fair rating.

I suppose. Esp. considering their relative wealth. I wasn't disagreeing with "fair rating", I was disagreeing with "very good care". If you had said the former, I probably wouldn't have responded.
