1. You need more than a pulse to get a mortgage. Hell, you probably need a DOWNPAYMENT! You not only need docs, you need a good credit score! You have to show proof of income!

Regulators would generally not be better in determining who companies should do business with (including the business of lending money) than the business involved. Some general think like better reserve requirements would probably be a good idea, but not regulators taking over the business decisions.

Part of the evidence for that is exactly in this area. The government kept pushing for lending to expand, for standards and requirements to drop. Where they the only force doing this? Far from it, when a bubble is forming it looks like prices are going to keep going up, and everyone gets careless, but government officials are human just like bankers, they are going to make many of the same sort of mistakes. Also in this case they pushed for loosening lending requirements before the banks started to charge ahead with that idea on their own initiative. The banks took it further, but the government rewarded them for doing so, and threatened punishment for moves in the other direction.
