I think it's more like the media has to write / broadcast at any given point in time what the masses want to hear. Otherwise, nobody would listen / watch and they couldn't sell commercials etc. This means that when the market is down and near a bottom they HAVE TO bring out all the bears because all the retail folks are bearish and long for their confirmation bias. It's the same (but opposite way around) near market tops. Media (incl. CNBC) rules are:

1. Everybody only wants to hear what they already believe in (confirmation bias).
2. We have to give retail at any given point in time exactly what they want to hear.

It could be from a sick love-hate relationship novel, but it is even better. It's reality.
