its more observation than controlled experiment, but almost all of astronomy is based on observation rather than experiment and it (unlike economics) is considered a "hard science". I think this is the point. We need to learn as much as possible from the existing, known historical lessons - through observation and analysis. Hoping for statistical proofs would be impractical.... human history moves faster than galactic events, but still too slow... :)
