Akmola!

Remains to be seen --- I think there might be a revolution (on the part of all the embassies and foreign business!).

The move to Akmola "officially" began on 1 October. It's not so attractive a place --- but politically, it's in the North part of the country, which is ethnically more Russian, and may be a good move by Nazurbaev to forestall tensions later. (Pretty peaceful, now.)

Government workers "over age 40" were invited to stay behind in Almaty and seek new employment.

No comparison --- Almaty is one of the beautiful spots in the world (IMO), Akmola prepares you for... well....

I do think that Almaty will remain the business capital. The flight between is 1 1/2 hours --- and funky at that.
