Tim,

I am beginning to think that we have some flaws in the Constitution that may require amendments to fix. The whole spending and budgeting process needs reform. A line item veto seems like the first thing - but it seems from your post that it is far more complex than that.

A populist congress mindset - D or R - is simply ruining our nation.

Getting Rid of Use it Or Lose it Budgeting

In my career I had an annual budget of a million dollars or so in order to manage forest stands under my care. Some of that money came from stumpage receipts, some was appropriated.

Every year I had to balance my trust fund accounts, and receipts were increased or decreased in order to collect the funds needed to do prescribed work. In other words, I never had more or less trust fund money than I needed to do what was required.

Work I did with appropriated funds cost what it cost. If there was money left over, it was used by those above my pay grade to balance shortages.

I never tried to use it up myself because that just never made sense to me.
