One of the reasons Prop 13 passed was that Brown actually saved enuf money to create a rainy day fund. The teabaggers Jarvis and Gann said "Oh, my, the state is taking in too much money". Thanks to Jerry's prudent fiscal management, they had their excuse to cut taxes.

Fast forward to 2008, when everybody and their uncle was saying, "Gee, too bad California doesn't have a rainy day fund."
