The reciprocal system failed because those countries don't record or report crimes committed. That seems to be a problem with a lot of left-wing assertions about how bad America is on human rights and so forth. There's no data on the atrocities committed in third rate countries, so on paper it looks like they're better than we are. I didn't know a DUI conviction would keep you out of Canada--and here we can't even keep drug runners out because we might intrude on their civil rights.
