Good point. Obama failed to capitalize on such things. This can be partly attributed to his experience with the "inner city" situation only. And the opposition should also be blamed for this because I do not recall any effort of their part to draw attention to such programs you mention. It is all about power grab. And that power grab has also crept into the Republican party itself where the "tea party" folks are trying to dislodge the other Republican party folks like John McCain etc. Palin is just bidding her time to take her revenge out on McCain.
