They can't go back and put stuff in prior years' budgets (like go back and edit all of the Bush budgets to put the war costs into them).

Those prior year budgets are gone into the history books now.

But, starting with the first official fiscal year Obama admin. budget (FY 2010) war costs are all on-budget now.

ALL MONEY we spend in upcoming years on the foreign wars will be (by definition) 'new spending'.

Only the costs are included in the official US budget (and deficits... :-( now.
