My suspicion is that the government either paid for the lightbulbs through some green program, or forced the power company to for some other reason.

You end up paying for them in your electric bill. I will miss the incandescent when they are gone.

The thought behind these energy conservation programs is that the utilities achieve the same effect by reducing demand as they would by increasing capacity.
