Let folks who have good credit and jobs, refinance their homes with first and seconds (not allowed now) up to 120% of appraisal.

These folks do not want to leave their homes and know prices will rise again. So they will do the refinancing, get to take advantage of the low interest rates which gives them more cash and can stay in their homes.

Plus the loans would be good because these are people who pay their bills. That would keep hundreds of thousands of homes off the marekt or going into forclosure and cost the US nothing.

Very simple. The two keys:

allow combining first and seconds

letting people refinance up to 120% of apprasial. Responsible people got caught up in the real estate downfall, so just give them a bit of temporary help.
