Bush occasionally made public utterances that hinted he didn't really believe in the policies he was promoting (for the benefit of silent backers). Invading Iraq was a mistake (2004). Privitization wouldn't 'fix' SS (2003). It didn't matter if OBL was dead or alive (2002).
