You can get rid of such people but it is a lot of work to do it and most like you said are too lazy to do it. It takes a lot of documentation over a long period of time and lots of warnings, counselings, appraisals etc and it all has to be consistent, and if you mess up anything you are back at square one again.

I strongly agree, longnshort. I have witnessed the same. You're simply being honest about what you have observed. There is no need to fear speaking the truth.
