That isn't a reason to have government run the schools, its a reason to have people go to school. More schooling, esp. starting from relatively high levels of illiteracy, is very likely to decrease illiteracy, but there is no need to have the governments run the schools to get that result.

Lack of government run schools, doesn't imply lack of schools, or even lack of government funding of schooling. Government funds things all the time without directly providing them. We have food stamps, not government food distribution centers. We have government pay contractors to build roads, but usually not government employees building roads.
