A lot of small businesses earning over $250K are not huge employers, but a strong majority of the hiring by small businesses is from the businesses that earn over $250K.

Besides, look at this way. If they are going to be taxed more on the money over $250k anyway, they might realize that they could add some more employees at a lower effective cost. So that should increase employment, right?

Wrong. Business hire employees if they think doing so will increase their net profits. Hiring an employee who will decrease the net income of the company results in a loss for the company, not a gain, even if the taxes are less the after-tax income will be less.
