i think folks with communications to hide would eventually but necessarily (i) use mobile service contracted in jurisdictions having little interest in their goings ons, ie mexican drug lord using russian mobile service american white collar using chinese mobile service chinese triad using canadian mobile service canadian gun runner using indian mobile service all loaded with duper strong encryption available from enablers (ii) using other encrypted as well as under-the-sunlight means (facebook and the like of different jurisdictions)
