He basically dictated the terms under which Clinton was forced to manage the economy and as a result we had a few years of prosperity. It is true that the economy collapsed at the end of Clinton's term, but it is hard to blame Clinton (or Gingrich) for it -- economic cycles happen and factors that have nothing to do with politics often control the situation. Just as Bush was dealt a bad hand with the economic collapse at the end of his term, Clinton was, too. The Democrats just manage the PR better.
