You think companies wanted no action at all and the never-ending cascade of annually increasing medical costs they were forced to bear (putting them at increasing disadvantages to their developed world competitors, such as Europe, Japan, Taiwan, etc., who got to spend LESS on health care costs then American firms)?

American companies say no they didn't want that endless escalation of costs any longer... it had been going on at double digit rates for decades and was killing both their competitiveness and their ability to hire domestically.
